The Philippine Micro Enterprise Development Foundation (PMDF), formerly Philippine Enterprise Development Foundation (PEDF) was established in January 23, 1990 as a small consultancy to address the training needs of small and micro-entrepreneurs.  Taking cognizance of the growing trend of non government organizations (NGOs) toward credit financing of micro-enterprises, PMDF opted for an approach that would address the other business concerns of small but growing enterprises.  This comprises developing market linkages, systematizing production process, rationalizing the organizational structures, and devising financial records.

 The idea of consultancy program was the result of a study carried out by a team from Brigham Young University .  The study revealed credit was the predominant type of intervention made by NGOs, leaving a vacuum in the area of training for technical and managerial skills.  As a result of this finding, members of the team, along with Filipino and American businessmen, set up the Enterprise Mentors International (EMI), a non-stock, non-profit organization composed of retired and heads of reputable corporations in the United States who have committed their time and resources for the cause of enabling small Filipino entrepreneurs achieve eventual self-reliance.  The role of Enterprise Mentors would be to generate resources for the program of PMDF, for a limited period, which in turn would provide business training to poor Filipino entrepreneurs.

 The partnership between Enterprise Mentors International and PMDF has blossomed over the years which resulted in the replication of the program to such key cities as Cebu and Davao through the Visayas Enterprise Foundation (VEF) and the Mindanao Enterprise Development Foundation (MEDF), respectively.  Enterprise Mentors International has also brought the program to Guatemala , Mexico and El Salvador where similar offices have been set up.

 PMDF is presently administered by a board of directors who hold respected positions in business, the academe and in development work.
